The Selection sits in Counsel — the row of the Order Book for work that doesn't end with our platform running in your environment. The Measure scopes your environment and produces a build-vs-buy call; if the call is "buy," The Selection scores the field. If the call is "build," you want The Commission instead.

The Selection evaluates the vendor field against work you already know you need to do. If The Measure ends with "buy off the rack," The Selection is the next step: which rack, from whom, scored.
